For mainland south east Asia, which country is cheapest probably depends on how long you're planning to stay there. The reason for this is that Thailand and Malaysia both have major regional flight hubs (Bankgok and Kuala Lumpur respectively) and would probably be much cheaper to fly to from most Chinese cities. Let me tell you first that in order o get a new visa placed in your existing passport, the passport CAN NOT expire for at least 6 months. It is clearly written in the regulations for new Chinese visas.
