My advise to you is to go to the PSB station and tell them what your employer has done. It is illegal for him/her to hold on to your certificate, no matter WHAT he says.

At first glance, I would be inclined to say "yes" since we are the ones who are actually (for the most part) having to deal with daily life here on our own. I would also add small business people, bartenders, musicians etc.

I think it depends on who is paying for the reception.
