    Only allow in migrants with degrees from accredited universities, meaning a standardized world-wide test needs to be developed to set the standard for what constitutes a proper graduate of an academic institution. Obviously the Chinese can't be relied upon to create this.

    Its socially accepted tax evasion. Many companies will actually tax your salary less if you can produce a certain amount of fa piao every month.

    Most if not all companies ask workers to pay all of their expenses up front and then give fa piao in order to get the money back.

    Regarding the law, every city/province is different, so you need to find out exactly what it is for wherever you live.  I used to have an electric one in Shanghai.  I think it cost just over 2000 RMB, but it wasn't particularly good and that was a few years ago.  It does give you a lot more freedom and also its fun!

    Several years ago, here in my city, the drivers of the gov't cars decided things weren't fair, so they arranged a protest outside the mayor's building.  The gov't warned them to cease this action on the grounds it was disrespectful but the drivers, about 200 of them, didn't budge.
