Yes you can, I have bought it in China before but ironically, since I came to China my asthma issue has vanished.

To avoid them pushing the TCM on you, I suggest you take your old pump with you

Yes you can. Ask for sha ding an chun (沙丁胺醇) or just Ventolin. Most pharmacies sell it (I know, I buy it regularly)
