I know that many families choose to have their first child in mainland China, and then go abroad (Hong Kong, USA, etc...) to have a second child in order to bypass the family planning restrictions. Are there any penalties for doing so or does the government turn a blind eye?

I think if its is the 2nd or third child there will be a penalty. Unless they are made citizens of that country. The downfall will be, they will need a visa for China.
no as their kids aren't Chinese so... it's no problem
Not at the baby becomes a citizen of what ever country they are born .
So there for can have as many children as they like.
I read somewhere recently that China has employed a team of medical staff at the entry points to Hongkong to stop heavily pregnant women having their babies there. Apparently there is a growing and lucrative market for getting wealthy women to Honkers and booked into hospitals so that they can have babies there to get around the one child policy.
Actually, if a country grants a citizenship for a baby born on its territory (like the US), then the Chinese family can have its second child there. But, they won't be able to get him the Chinese citizenship.
If the family decides to have its second child in Hong Kong, for example, then the second child won't be registered in the parents'hukou (which means the child will be like a ghost) and the parents will get a huge penalty by the government as well as the privation of any social benefits for both of the children.
But again, the one child policy doesn't mean that each family can have only one child. It's a bit more complex than that.
A couple of years ago, the Chinese government issued new policies which allow both single child parents to have a second child.
For parents who lost their child in a terrible tragedy (like earthquake in Sichuan), the government granted them the possibility to have a second child.
Chinese minorities are allowed to have more than one child.
In the countryside, families who give birth to a daughter may attempt for a second "male" child.
So the one child policy is a bit tricky....
I think if you are a male who has a child with his first wife and then divorce and you are remarried your new wife can have a child. Is this correct?
If so what if a woman has a child and divorces and her new husband has no child. Can they have a child together.

Yes, woody, the law clearly states one child per marriage. If you divorce one,with children already and marry another one, you can legally have another child. aAAnd if divorce the second one and marry a third, you can also have a third child and so forth.
