I am in South Korea and Completed MSc on MIS from Hananm University. I am looking for a job in China. So can I apply and how to submit my resume?

Foreigners need 2 years of work experience after graduating your bachelor/master etc. to work legally in China.
You can try to apply for some jobs and see if the employer can do something (maybe hire you in South Korea and send you to China for short or long term).
Most Chinese employers wouldn't mind hiring you if you have a good degree and the skills that they are looking for, even if you don't have any years of working experience. Try submitting your resume and take a look at the jobs section of echinacities.

No it is not possible legally in China.
Those positions are for Chinese only and you need 2 years work experience to get a job.
