Hey Bruceg7642 I am also a long time railway maintenance man. Still work in rail in Australia, started as a track worker, have had my own crew, managed a district, trained track inspectors and now provide advice and mentoring to a large part of the rail network in the city where I live. I am very interested in high speed rail and have made quite a few journeys in China as I spend 2-3 months here each year. I am intrigued as to how they inspect and maintain their high speed 250 kph ballasted track and turnouts.
I think it would be difficult to find a decent paying job in rail though as even local maintenance team bosses would not earn a lot. I have been trying to make some contacts (unsuccessfully) in China within rail track maintenance and track safety as I would like to be able to exchange ideas between Australia and China. Well that is not so true as the railways in China are far more developed than back home so it is more like I would like to learn about how they do things and incorporate some ideas if they suited our systems. I think I could assist the Chinese with training and competency issues.
As I understand it, the China Railway Authority is a state owned enterprise and does not allow foreign nationals to work directly for them. However... There are many (mainly German based) companies that serve as contractors and consultants for China Railway. One such company that I know of is Bombadier (I think I spelled that right) which makes parts and systems for the subway system in many cities. You might want to contact them for opportunities. Good luck.
I seriously doubt you would be able to work in China in the railway industry unless you wanted to be some kind of design specialist or engineer. As far as running the subway systems this is China and unless you know how to read, write and communicate in Chinese your chances would be slim to none since some of the people wouldn't be able to understand your English Language and that is a huge barrier to overcome.
