If I do decide to go through a recruiting agency, is CIEE a reputable program?

Do you want to work here or just study? If CIEE demands extra fees for their services then I wouldn't recommend it. You should be able to apply to universities directly and teaching jobs are really easy to find here once you arrive.
The recruiting agencies are not that good. If you could find work on your own do that first. Take in mind that these recruiters can see up to 20 people in a day so it's gonna be competitive. And usually they only have about 4 or 5 spots and only represent up to 2 or 3 places.
Also if CIEE is asking for fees for the services they will provide to you, you should stay away. Many of the agencies haven't been reliable. It's better to speak to a direct employer it's one less person you have to go through to get the job. The direct employer will see if you fit anyways so an agency is a waste of time. They'll take you on a ride and it won't be pleasant.
I don't know... but you shouldn't really need such an organisation. Really, just find a place you'd like to study at (and check it out, ask people, etc), and then apply for a scholarship. Not really that hard... then when you get here, get a job tutoring, or part-time work on the side!
they may or may not be reputable, but that isnt important. They do the searching for you, and hope you think that you cant do it yourself. They probably know all the details about different programs or jobs, but they will still only tell you the information that best helps themselves in the long run.
There are a lot of ways to find the info your want out there. eslteachersboard.com is one to check if a certain school has been reviewed. It will be worth your while to check on your own first, and if you find something that suits you, then you can avoid their fees.
If you do decide to go with a recruiting agency at all, then just keep in mind that they have their own interests too. Ive dealt with two recruiters who didnt give a flip about anything but their commission.
You're better off looking for jobs yourself, despite the time it takes. Why? Because with only one recruiter, you only get the jobs that person has to offer. You'll still have to put in a lot of effort and time, asking the right questions. If you look yourself, you're probably going to end up dealing with an agent anyway, but at least you will have more options and you'll find the better offers. Research is your best friend.
I just looked at their page: if they're only offering 4-6,000 per mont,h then that's about the average expat pay for a third or fourth tier city. If you're living in a top-tier city (Shanghai, Beijing etc) then you could easily find a job that pays twice that.
