It could depend on the kind of job you are looking for. If you are a teacher, you may want to contact universities directly. If you are interested in working in a multi national company, a nice resume with a solid cover letter to the human resources department would be what you would probably want to do. 
Do note however, that many companies with branches "overseas" do not hire locally, meaning that you would need to go through human resources at the parent companies head quarters.

if you are really from FRANCE (or french canadian) then yes you can. if you are from french speaking african country then no you cant

If you are from France with a passport from France you can work at a Unversity for Teaching French, if you are from the Ivory Coast, you'll be like one of millions here
