how serious are we talking about? rape? murder? criticizing the government?

i don't think it would be that complicated. its just coming up with the amount the officer is asking for.
example.

man: officer, i am a rich businessman. i have been accused or rape by a lowly employee

office: well sir, rape is a serous crime. but for 100,000 im sure i can make it go away.

man: ok here you go

officer: miss you say you were raped. but this man used a condom. this is clearly not rape!! pleas stop bothering us we have a job to to.

just to be clear.who is committing a crime. a foreigner or a chinese? i think the price range would vary widely for a chinese or a foreigner committing a crime.
