Are adoption agencies in China state-run or privately-run?
Also, does anyone know if you can adopt a Chinese child (as a foreigner) and then continue living with the child in China?

You have both type of agencies.
As for the regulations regarding the adoption of a child, you can refer to the two links below.
You must however understand that in China a child listed for adoption doesn't necessarily mean that the child is parentless. One of the strict application of the one child policy is that if a family is caught to have a second child and unable to pay the fine, then the child is taken away from the family and put on an adoption list.
Before adopting a child in China, better to check the family background (even though I can't believe the government to be careless enough to leave evidence on this)

I finally told my best friend that I was going to China for 6 months to teach. The first thing he said to me, "Don't smuggle a panda home. Or adopt a baby!" I wasn't even thinking of it til he said something. So I looked up the laws, costs, expectations, requirements. What I found is quite different than what Sangoku posted. What I found seems to be more current than his information. (Is older information more prevalent in China, even if it's about something in China?)
I also can't find much about expat's adopting from within China. If you're an expat, would you have to return to your home country to adopt?
I think, my information pertains more to foreigners... but I'm not sure.
