You might contact by email the research labs you are interested in and explain yo would like to do a Phd there. If they are interested in you, they will answer. Maybe there are joint programs to fund PhDs between China and your country, which country are you from ? If you mention what kind of topic you are interested in for your PhD, I'm sure people here can point you to some good research labs.

why would anybody want a phd from a chinese university, you can buy one on the street.
scholarships are two type :
1-China government Scholarship go to this website: en.csc.edu.cn
2-go to the websites of universities,
then go to English and admission section
They'll help you find scholarships for your particular field of study, if available.
