Hello,
I wish to know which government department I would go to report a training center employing illegal workers? On July 12th, I am going to the PSB to pick up my passport. Do I tell them? This place has people in it from France, Spain Brazil and other places. Clearly illegal.
The government is already jumpy because the international G20 is coming. I have my personal reasons for doing this. From all the hoopla about "crackdowns" on illegal foreign workers, there hasn't seem to be too much in enforcement of the laws. Pretty simple for an officer to go undercover, pay for a few classes, and clearly see that some of the instructors could not have Z visas, because they would be disqualified based on their nationality.
so, who would be the agency who would listen for violations of the law?

report the license plate if you see him/her throw a lit cigarrette out the window and follow the vehicle and stay with it until the police show up and be sure to attend the future proceedings to be sure that your allegation is followed through with appropriately

I totally agree. Illegal teachers lower the salary for sure. Less illegal teachers more salary!! It is happening already !! I will report all the illegal teachers as well.

Why do so many people threaten the guy who wants to report illegal activity ? You will probably report illegal immigrants in your own country . So he wants to do the right thing. Nobody shits in other person 's bowl. I suggest you to report to the police or foreign expert office. Illegal workers just should get out of China .

This is a no brainer. Do it. Less illegal teachers working in China the better I say. It's not a surprise that it suppresses the wages of the teachers who are actually here legally. Every single teacher that is working here legally should be upset about illegal teachers working in China, because it is harming your value.
In fact, I even think many non native speakers shouldn't be teaching English regardless of a degree in an English speaking country or not. It's become entirely too easy to obtain a bachelor's degree in an English speaking country today. Universities have very little credibility today. International students are just a money making scheme for most of them.

What I find ironic about this thread is the number of people who say "butt out", but will happily bitch about all the immigrants taking their jobs back home. (Looking at you, yanks, bitching about the Mexicans! Or Europeans bitching about the Syrian (etc) refugees).
Oh wow man, you don't understand Chinese very well.
Not only are you going to get a lot of heat from foreigners... so what... they will get deported right? Case closed and you are happier right? Nope.
The Chinese people you screwed over will be out for blood... possibly literally. They will go out for revenge... you don't have a clue lol.
They will say anything under the sun or bribe anyone to possibly not just ruin your experience in China but possibly even endanger your safety. Any extreme is not within reach...
I have heard of training centers do the following to foreigners that screwed them over and EVEN Chinese teachers:
- report them as pedophiles or rapists to the police and even got students to go and teachers to go along with them.
- hire thugs to ambush you on your way home (they know where you live)
- get you deported by messing or bribing the right person to screw up YOUR papers
- hire people to rob your apartment knowing you are out at certain times
- harass or threaten your Chinese friends, girl friend or wife and their family
- even murder...
So you go ahead and shut down their business. Just be prepared to leave the country immediately. I have never worked illegally in China but I wouldn't just screw over others for the sake of being righteous. Everyone is just trying to make a buck... bad training centers with bad teachers will just eventually shut down due to the government or poor quality teaching.

The other thing you want to ask yourself is.... do you want to be reporting to the same people who are probably already turning a blind eye to it? I've seen this, schools hiring non native speakers and the PSB ignoring it either because of their relationship with the school or the fact that schools just can't get teachers, or both. At best they'll just ignore you, at worst you'll be making trouble for them which means trouble for you.

Robk is right, Chinese bosses are petty and full of spite.
My advice is this: If you want to see the downfall of a Chinese boss, you prepare everything under the sun to take them down and you keep attacking until they're senseless with rage but with no options to hurt you.
I had a petty boss who gave me a lot of shit and took a lot of money from my salary.
So I gathered proof for nearly a year, got to know her school stamp and company name, know her investors, know her illegal teachers, their passports, visas, and bank account numbers, and got to know all of her parents.
Then I crushed her in one fell swoop. I showed her parents all the lies she told them about where her teachers were from (not america), I told SAFEA, the education bureau, and the PSB about her illegal teachers through multiple (sometimes anonymous) reports, I shared all of her information including tax evasion and high amounts of borrowed money to cover her losses (-40k RMB a month) with her investors, and then I moved to a city far away.
This is how you go about such business, but only if they truly deserve it and made you suffer (otherwise the work you must put in is not worth it)
don't forget that not all non-natives work illegally. Many of them, even with bad English/Spanish/German.... may have been hired in accordance with laws.
I have two problems with you.
Why is it your business and why are you the judge. I have met many extremely bad 'qualified' and legal workers in China. The definition of qualified here is so fucking bad anyway. You need a BA in ANYTHING.
You would like to report illegal workers because a) you are selfish or b) you have a big ego.
But you're shit the end.
Actually I bet OP isn't very handsome and the non natives are more handsome than him. So he would like get rid of them. This seems to be a common thing here in China.
