Q: Notification of Foreigner’s Work Permit

Why do some companies are willing to apply for the notification even before having an agreement on the contract ?

Maybe it's a "feel good" part of the process. With the new authentication process and the other changes everything is taking more time. We will probably never know the real reason, but my bet is that most docs will be fake. It does cost the schools and the hiring companies some money to hire Foreigners. Why not just pocket all of that when you can get fakes. Then you make more profit AND expand your Guanxi.

They can't as I hear from placement agents. I mean, who knows what do they really do.

 

It was always ''after you sign the contract, we can start process on new FEC ...".

OTH: it could be easier to change the name on the Notification of Workers Permit while it is in process than to wait until the guy is actually hired. Just guessing.

A few tips, they can apply without you actually signing, because if you signed an English contract that had no Chinese on it, than its nothing and toilet paper is actually more useful than that English contract. So they have their own Chinese contract that they prepared for you, than they hand it over and start the whole deal for the notification permit status.
