Do any exist? People park where ever the hell they want...sidewalks, driveways, middle of the street...doesn't matter.
Has anyone ever even seen a tow-truck here?
I am sooo sick of having to squeeze by trucks and cars parked in the middle of the sidewalk.

They do have parking and traffic laws and regulations, but seldom enforced by traffic Police, who just stands under a traffic light in while gloves and waves good bye to all passing by.
Seriously now, I saw the other day two cops on motorcycles stop and write a ticket to a parked car on a non parking zone. After writing ticket they pull out a digital camera and took about ten photos of the car, front, sideways and back, even license plate and sticker on windshield. I was really surprised.
Sure they exist. I got ticketed once for not parking in a designated parking area. Turns out the ticketer was the brother of a friend at work. In this instance, there was a big push from his superiors to write more tickets (AKA generate more revenue!). But guanxi prevailed this time, and the ticket mysteriously disappeared But you are right...people mostly just do what they want. From what I can tell, sidewalks are fair game. Where they really don't want you parking is in the scooter lanes and bus stop areas, and sometimes shop owners will come balabala at you if you park directly in front of their store entrance.
If you park by the side of road in cities.. where there is no "P" board... they will fine 50RMB.. normally policeman riding white motorbikes stopby and stick the ticket on the windscreen.. asking you to pay with...15days or so.. But one good thing is that i never paid and that 50rmb ticket is not recoded in their system internet.. so never paid it.. But yes they do fine very frequently..
I ahve seen many times wrongly parked cars being towed away... but that is more a concentrated effort.. not happen all round the year.. once in a while you will find many cars being towed away... especially where there are some high govt officials visiting the city for checking etc..
I've seen the traffic police in the big cities hand out tickets on illegally parked cars
however in the smaller cities like Dude said it gets to be a pain trying to weave your way through the litter of cars bikes and trucks on the footpath with a hundred other people
One funny thing I've seen
they do the same crap in the Chinese areas in Brisbane but the cops here are not so forgiving
