-I need gabapentin(Neurontin) for some hereditary health problems, and it's a prescription drug. I have no idea how this works in China. I sure hate Chinese doctors, hospitals, and so on, but obviously I need the damn paper.
-How quick are Chinese doctors to write a prescription?

Ask at the Pharmacy, first. If not, you should head to the nearest Hospital. Some MDs speak English, so you should get prescription at the first visit, unless addition check-up is required. But, if you are in hurry for prescription, MD should give you prescription fast.

Problem is Gabapentin has recreational use. So I wonder how quick they are to give it out?

I guess, every drug has its own 'specifics'. You should go and ask at the hospital about it.
Your best option is to visit a hospital. Try to bring your medical record letters to prove your condition to the physician. Chinese hospitals are very strict about drugs that have potential recreational use, but I think gabapentin falls into a lower category of such drugs compared to opiates and the likes, which are almost impossible to acquire in China.
1.- I would not buy them at any other place but at a pharmacy wiuthin a hospital, otherwise I would have a high risk of getting a placebo or a local equivalent.
2.- It doesw work better if you or a close friend have a doctor whoi works in a hospital as a friend. My GF does, we do call the guy over the phone and tell him what we want, he writes the prescription and drops it at the hospital's pharmacy. By the time we arrive to the hospital, it is just pay for the drugs, get them and say hello and thanks to doctor friend.
