My contract says the school will pay for the flight home but my university told me they need me to buy it and they will reimburse me. Is this common, can you get reimbursement.

It means the same thing...either they pay for the ticket or you pay, then get reimbursed. If you were thinking about that clause that says they will pay up to 10,000RMB for your return ticket, they are not wrong. It's UP TO 10,000RMB. In any case, you won't be out of pocket for the ticket.

They should clear all the finances with you before you leave. That inlcudes the apartment if there were any damages, utilities (if you had to pay)' etc etc. When I left my last company, they held on to 2 months of my pay until I cleared everything. So it depends on who you deal with. If I were you, I'd be nice (even if it was a fake nice) and get everything cleared.
Different schools do it differently. So schools just pay you the max money. Some schools require a receipt. These are questions you ask and get clarified before signing the contract.
I think I've only every been reimbursed after I've either a) shown them the ticket (easy), or b) shown the boarding pass (harder).
I've also had the situation where a HR person paid for the ticket, apparently from her own pocket, and she got the reimbursement (but this was for a flight to HK for a visa).
Getting reimbursed at the end of the contract is, from what I gather, the most normal situation. They also seem to be getting tougher - demanding a real fapiao (not just an e-ticket!) to even that boarding pass (and, how am I supposed to get a boarding pass back to China once I've used it to get home???)
