Q: What does the Foreign Expert's Certificate look like?

I want to know what the certificate looks like so i know if the documents my school has given me actually are a foreign experts certificate. They gave me a one page photocopy of a letter of some type that was part of the application for my work permit. I'm not sure if this is the foreign expert's certificate or not (probably not).

 

My school keeps mine at their head office in a different city. They told me I can't have it back, and instead of forcing the issue, I just want copies of the important parts... but having never seen it I don't know what I should ask for copies of.

First the FEC looks like a passport with a few pages and your photo on the front page.

 

The school has no right in holding or keeping the FEC for there "safe keeping" it is your right to have it. Some schools do this so you can't run away from them which you should watch out for. Ask them for your FEC if not start asking questions.

It is a little passport booklet usually brown in color. Again, never let your school keep any of your original documentation. Insist you go with them every time to apply for renewals. They have no legal right to retain your original FEC, Alien Employment Cert., health certificate, passport, degree certificate or anything else. I always state emphatically that there's no way I'll allow them to keep any originals. They play these games with Chinese employees, but we mustn't let it become the norm with foreigners. Another thing: Your FEC is in the top drawer of the HR person in your school.Force the issue, but at the end of the day, if you can't get to your FEC it's not the end of the world.

A friend of mine had this problem. She went to the PSB (the office where foreigners need to register) and they called the school and told them to give her the FEC.

Dont know if this would work in all places but it did work in Guilin.

Yes, going to the PSB is what I would do too. The PSB have more clout to deal with it than a local laowai police liaison officer. I know in the back of the Alien Employment Permit it is actually stated that you must have possession of it at all times. The FEC would be the same.

brisguy, the foreign expert certificate is indeed the schools or company. It wouldn't matter if you ran because the Foreign Expert Certificate would have to be canceled in order to transfer and only the FEB can give the original copy of the release letter that also has a place for the recommendation.

My FEC issued last year is blue color, with bilingual text on 8 pages in the booklet.

 

SAFEA stamp on the top of every page. 3rd and 5th page have Chinese red stamp.

 

It looks similar as passport with photo, and free pages for details of 'accompanying family members', renewals and other record changes.

Consequently, i've seen the foreign experts certificate, and it looks like a small bowl of soup. Just like a small bowl of soup. Hope that's helpful.
