I could be wrong, but aI have come accros that border checkpoint many times during the last 15 years at all different times, and I found it to be always open for business.  And I have been thru at 2 am, at 5:30 am, and at all different hours during mornings, afternoons and evenings, and again, always open for business.

I have never seen it close, even with a typhon nearby.

Lo Wu checkpoint closes at 11 pm, and reopen at 7:30 am. I crossed from HK on Sep 10, 2012.
