I'm just curious... not trying to sound know-it-all, I swear, but have you had a parrot before? What species are you thinking of?
I don't know where to buy a parrot there, but if you are living in a 1st tier city, especially Beijing, the pollution would be horrible for a parrot. The humidity is great, but their little lungs haven't evolved enough to be able to handle the pollution. Unless you have a high grade air filter in your apartment, a parrot would be in danger of getting sick and probably dying very easily. They are very hard to fix when they get sick.
And even if the bird lasted through the pollution, they live a long ass time (mine is 12, and still considered young). What would you do with it if you decide to leave China? Most countries won't allow pet parrots to be brought in from China, and I believe I read you can't take them out of China, per their rules.
Everyone keeps asking me if I am taking mine to China.... even if I could, I wouldn't. They are a lot of work and require a lot of attention, and often bond to 1 person, 2 or 3 if you are lucky. And if you enjoy traveling a lot... mine travels with me LOL. He's actually been in more airports in the US than most people have. And he rides on a basket handle on road trips. LOL I even have flight suits (diapers) for him for when we travel or he comes to the store with me.
If you aren't experienced with parrots, I encourage you to think hard about it... and don't impulse buy. I'm an animal lover (and have had parrots my whole life) and hate seeing the impulse buyers decide after a short time that they are too much work and too much.. money and too much hassle to keep. A healthy parrot can live as long as a human.

I used to live in Florida Keys had Parrots there Military Mccaw and a Grey, I donated them to a bird sanctury with a friend who runs it . I know alll about parrots there need wants etc, I will be honest didnt think about the pollution when I decided would like to own another..............mmmmroom for thought now, but thanks for you article..
If I were you, my first visit will be to the BIRD MARKET in Beijing, located at
Hongyan Road, Haidian District, Beijing 100081, China . To me, they have the largest selection of birds there, and you can negotiate price.
My second place would be THE BIRD AND FLOWER MARKET. Their selection of birds is not as large as the bird market, mainly on the exotic bird area.
I am sure that within those two, you will find what you are looking for.
