Q: Is it common to actually receive benefits

Jobs advertise housing, food, travel allowance. Are there ways to ensure you receive these or is it a gamble.

If it is written into the contract: this is where you are responsible to make sure it is, and not delivered, then i would walk citing breach of contract.

It is up to you to make sure the contract states as advertised and then everything delivered.

if your contract states it, they legally should provide it.  but they WILL try to bully you around and lead you in circles if you let them.  put your foot down in the beginning so it doesn't become a habit.
